CFSPI is a not-for-profit social service agency founded in 1987 and operating in Baguio, Benguet and La Union. It is registered with the Securities and Exchange Commission, accredited by the Department of Social Welfare and Development and registered with the Bureau of Internal Revenue and the Philippine Council for NGO Accreditation as a donee foundation.
It is governed by a board of trustees and audited by CL Manabat (Deloite and Touche). The main purpose of CFSPI is to promote the full development of children, women and families; advance their rights; enhance their access to social and economic opportunities; and protect them from abuse and exploitation. Other purposes include the promotion of Juvenile Justice for children in conflict with the law (CICL) and following the framework of restorative justice. Through its Center for Leadership and Social Innovation, CFSPI engages itself in building the capacity of youth, development workers, and institutions through research and training in leadership, organizational development and promotion of service standards and best practices in furtherance of its main purpose.
CFSPI has six overarching goals translated into programs:
Prevention goals aims to reduce and prevent the incidence of abuse and juvenile offences, promote child safety and enhance family life. These include Advocacy and Healthy start (Growing Great Kids)
Protective goals that assist victims of abuse and children in confoict with the law, to reintegrate with family and community. It includes a survivor support program, a residential program for abused girls as well as diversion programs for juvenile offenders
Strategic alliance goals aim to create ad strengthen community based partnerships to address issues of child abuse and juvenile justice (i.e. the Juvenile Justice Network)
CFSPI also integrates adolescent reproductive health and HIV/AIDs prevention in its programs
The Consuelo Center for Leadership and Social Innovation aims to establish a cutting edge Resource Center focusing on child, women and family development, juvenile justice and volunteer mobilization
A last but equally important goal is the achievement of financial and organizational sustainability through effective governance, volunteer mobilization, service delivery standards and improved access to grants and income generating projects.
