Benguet State University (BSU) is a state-run institution established in 1916 as the Trinidad Farm School. It became a state university in 1986 and is situated approximately two hundred and fifty-five kilometres north of Manila/Quezon City. The university is composed of eight colleges and several training, collaboration and research institutes.

The College of Agriculture is one of the main pillars of the University’s education system. It has more than sixty faculty members, many of whom play important roles in research and development institutes such as the Horticulture Research and Training Institute (HORTI), Semi-temperate Vegetable Research and Development Centre (STVRDC) and the Institute of Highland Farming Systems and Agroforestry (IHFSA). The College also plays a pivotal role in farmer education and training through various training programs offered by the Office of Training Services (OTS) and Office of Extension Services (OES). The service area of the College encompasses farmers and agricultural stakeholders within the entire Cordillera Administrative Region (CAR) and neighbouring provinces.

The College of Arts and Sciences (CAS) at BSU has recently taken over responsibility for the coordination and management of the university’s Eco-waste Management Program. The College offers a Bachelor Degree in Environmental Sciences, and with the Department of Biology specialises in a major academic course on solid and liquid waste management. Environmental Science students form an active student group, called the Young Environmental Sciences (YES) students. The Eco-waste Management Program has four key focus areas: Information, education and communication, research and development, collection and transport, and it is proposed to commence a materials recovery facility.
